The DSF promotes projects that generate domestic value added and help implement the country’s transition to clean and efficient energy. The fund actively encourages its portfolio companies to pursue these same objectives, which are consistent with the country’s commitment to sustainable and inclusive development

Environment

Djibouti and other countries in the Horn of Africa are suffering from the effects of global warming. Populations and economies are directly affected by this phenomenon. Thus, environmental criteria such as energy efficiency and ecological impact will be prominent factors in the fund’s investment decisions.

Social impact

The projects selected must have a substantial positive social impact, particularly in terms of job creation and training.

The DSF strongly adheres to a key objective outlined in the Vision 2035: “reducing unemployment rate to a 10% maximum through the creation of 200,000 jobs in the future”.

Consequently, each DSF’s project will be assessed according to:

  • The number of direct and indirect job creation
  • The development of local human resources skills
  • The project’s impact in terms of local value addition

Gender equality

The gender issue is therefore a top priority for the country’s development. The DSF strives to invest in projects that promote the economic inclusion of women. Thus, it is important that DSF’s employees as well as the governance of public enterprises entrusted to the DSF show gender diversity.

Membership to the Principles for Responsible Investment (PRI)

The DSF adheres to the Principles for Responsible Investment (“PRI”) sponsored by the United Nations. Indeed, we commit to:

Incorporate ESG issues into investment analysis and decision-making processes.

Incorporate ESG issues into our ownership policies and practices.

Seek appropriate disclosure on ESG issues by the entities in which we invest.

Promote acceptance and implementation of the Principles among asset managers.

Work in partnership with the financial sector actors in order to enhance our effectiveness in implementing the Principles.

Report on our activities and progress towards implementing the Principles.
